UPU’s Postal Operations Council to discuss postal modernization

16.10.2019 - Postal Operations Council (POC) will open tomorrow with aim of unifying postal processes; UPU’s supervisory body—the Council of Administration (CA)—opens next week

The Universal Postal Union’s Postal Operations Council (POC) officially opens tomorrow with sessions on subjects such as supply chain integration, postal financial services and physical services and e-commerce.

All of the POC’s work programme is dedicated to helping the world’s postal operators to modernize and upgrade their postal products and services.

Viewed as the UPU’s technical and operational body with 40 member countries, the POC elects its own chair and meets at the Berne headquarters of the UPU biannually.

The present chair of the POC, and Senior Vice President of International Relations at Japan Post, is Masahiko Metoki.

The POC covers operational, economic and commercial aspects of the postal business and makes recommendations to member countries on standards where uniform practices are necessary.

At the end of the POC, during the plenary, a triple awards ceremony for postal quality of service, security and philately will see the UPU Director General Bishar A. Hussein hand out certificates to a number of representatives from the world’s postal operators.


The Universal Postal Union is a UN specialized agency with its headquarters in the Swiss capital Berne. Established in 1874, it is one of the world’s oldest international organizations and is the primary forum for cooperation between postal sector players.
